Property Management in Tunisia for Non-Residents: 2026 Guide

How to delegate property management in Tunisia from abroad: agencies, mandates, costs (8-15%), BCT rent repatriation, and tax obligations.

Property Management in Tunisia for Non-Residents: 2026 Guide

Invested in Tunisian property but living abroad? Remote rental management is one of the most practical challenges for diaspora investors and foreign property owners. This guide covers available options, costs, and key precautions in 2026.

Why Delegate?

Managing property remotely is complex: tenant viewings, inventories, rent collection, urgent repairs, local tax filings, building charges. Poor management means unpaid rent, undetected damage, or hard-to-resolve remote disputes.

Delegating to a professional local agent solves most problems — if you choose the right one.

Three Management Options

1. Real Estate Agency with Property Management Mandate

Most major Tunisian agencies (and some national franchises) offer rental management. A mandate typically covers:

  • Tenant search and selection.
  • Lease drafting and signing.
  • Entry and exit inventories.
  • Rent collection and owner disbursement.
  • Routine maintenance management.
  • Rent arrears follow-up.

Cost: 8–15% of collected rent.

2. Building Syndic (Co-ownership Manager)

For apartments in residences, the syndic handles common areas (elevator, pool, concierge) — not rental management. Monitor building charges and their regularity.

3. Independent Manager (trusted local contact)

Some owners use a friend or independent professional. Lower cost but no professional guarantee; harder to hold liable.

Recommendation: prefer an agency with a detailed written mandate covering missions, fees, and disbursement terms.

Essential Mandate Clauses

Before signing, verify the mandate includes:

  • Term and termination conditions.
  • Exact scope: tenant search, inventory, rent collection, repair management.
  • Dedicated management account (not the agency's personal account).
  • Disbursement frequency (monthly or quarterly).
  • Monthly or quarterly management report.
  • Pre-authorization threshold for repairs.
  • Arrears recovery procedures.

Repatriation of Collected Rent

Rents collected in dinars cannot be directly wired abroad. Repatriation is subject to BCT foreign exchange regulations.

Tax Obligations in Tunisia

As a non-resident owner receiving Tunisian-source rent, you are subject to Tunisian income tax under the territorial principle. A local accountant or tax advisor can file on your behalf.

FAQ

Can the agency wire rent directly to my overseas account? Not directly: BCT regulations require the rent to land in your Tunisian account (CSI or current account) first; you then request authorized repatriation from your bank.

What if a tenant doesn't pay? The mandate should cover arrears recovery. In extreme cases, legal proceedings can be started by a local lawyer without your physical presence.
